Small cities Kinston, NC; Michigan City, IN; White Plains, NY; and York, PA will each receive $75,000. Medium-sized cities Cleveland, OH; Little Rock, AR; and Richmond, VA will each receive $150,000. Large cities Charlotte, NC; Los Angeles, CA; and Portland, OR will each receive $250,000.
