Insights

The HVIP approval represents a significant market opportunity for Bollinger Motors and MULN shareholders. The $60,000 voucher combined with $40,000 federal tax credits effectively reduces the B4's price from $158,758 to under $60,000, making it highly competitive in the commercial EV market. This 62% price reduction could accelerate adoption and sales in California, a important EV market.

Recent achievements including production launch, regulatory approvals and multiple fleet agreements totaling 265 vehicles demonstrate meaningful commercial traction. With an established dealer network, battery supply chain and service infrastructure, Bollinger appears well-positioned to capitalize on the incentive program. However, investors should note that MULN's micro-cap status and financial constraints could impact production scaling.
